Senior PPP / Blended Finance Expert

About the role

NTU International is seeking a Senior PPP / Blended Finance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The role will focus on strengthening the financial and institutional capacities of ECOWAS institutions and member states to develop bankable transport infrastructure projects and mobilise public‑private investment across the West African region.

Key responsibilities

• Provide technical advice on public‑private partnership (PPP) structuring, blended‑finance mechanisms and investment models for regional transport corridors.
• Conduct financial, economic and commercial analyses and prepare bankable investment proposals for development partners, IFIs and private investors.
• Assist ECOWAS institutions and national stakeholders in risk allocation, private‑sector participation and climate‑finance mobilisation.
• Develop and review financial models, PPP contracts and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector partners.
• Deliver workshops, capacity‑building sessions and technical assistance on PPPs, blended finance and project finance.
• Support monitoring, reporting and analytical outputs related to infrastructure financing and investment mobilisation.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory or blended‑finance, with at least 7 years focused on PPPs or project finance.
• Proven experience on transport or infrastructure projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience working on donor‑funded programmes and international development cooperation.
