Finance Officer – Programme Support

About the role

CAFOD is seeking a Finance Officer to provide targeted financial capacity strengthening to its partners. The role ensures partners have the systems, standards and guidance needed to manage programme funds effectively while supporting CAFOD staff with accurate bookkeeping and financial reporting.

Key responsibilities

• Review and consolidate partner financial reports for donor compliance.
• Recommend further disbursements after verifying expense relevance and clearance.
• Maintain an overview of programme finances and provide timely updates to the Programme Manager and Finance & Administration Manager.
• Disseminate CAFOD financial standards, policies and procedures to staff and partners.
• Coordinate timely submission of records and accounts, ensuring full accountability.
• Assist in training programme staff on financial accountability policies.
• Appraise partner organisations' financial controls through field visits, desk audits and other methods.
• Support financial assessments of partners, reviewing budgets, reports and audits to identify problems or fraud.
• Develop and monitor partner budgets, ensuring proper accounting of funds.

Required profile

• Experience in financial capacity strengthening and donor‑compliant reporting.
• Ability to analyse partner financial data and produce consolidated reports.
• Strong understanding of financial controls, budgeting and audit processes.
• Experience delivering training on financial policies and procedures.
• Excellent record‑keeping and documentation skills.
