Urban Development Expert – Global Gateway Projects

About the role
NTU International A/S is building a talent pool of Urban Development Experts to support the Global Gateway Transport and Urban Facility 2 project. The assignment aims to help partner countries transition to inclusive, smart, clean, safe, secure, resilient and sustainable transport and cities, in line with the Global Gateway strategy and the European Green Deal. The contract is expected to start in January 2027 and run for 48 months, with experts mobilised for short‑term technical assistance worldwide.
Key responsibilities
- Support identification, preparation, appraisal and implementation of sustainable urban development projects and programmes.
- Conduct urban diagnostics, prefeasibility and feasibility studies, technical assessments, and economic and financial analyses.
- Assist integrated urban planning, land‑use planning and the preparation of urban development strategies and master plans.
- Contribute to the development of smart, green, inclusive, safe and climate‑resilient cities.
- Advise public authorities on urban policies, regulatory frameworks, institutional arrangements and governance reforms.
- Prepare urban investment pipelines aligned with Global Gateway and European Green Deal priorities.
- Integrate sustainable urban mobility and accessibility considerations into planning.
- Support urban regeneration, public space development, nature‑based solutions and green infrastructure.
- Incorporate climate change adaptation, mitigation, disaster risk reduction and environmental sustainability into investments.
- Promote socially inclusive urban development, including gender equality, accessibility and human‑rights aspects.
- Conduct economic and financial assessments and identify financing mechanisms, including private‑sector participation and PPPs.
- Support infrastructure maintenance, asset management and life‑cycle approaches.
- Contribute to institutional strengthening, knowledge creation, training and capacity‑building.
Required profile
- Relevant academic background in urban planning, civil engineering, environmental studies or related disciplines.
- Proven experience in urban development, infrastructure or sustainability projects.
- Experience working on international assignments, preferably in Sub‑Saharan Africa, Latin America, the Caribbean, Asia or the Pacific.
- Strong analytical skills and ability to conduct economic, financial and technical assessments.
- Excellent communication skills for advising public authorities and stakeholders.
