Monitoring, Evaluation & Learning (MEL) Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships and knowledge exchange across the African and European space sectors.

Key responsibilities

• Develop and operationalise MEL frameworks, including indicator selection, baseline establishment and data‑collection protocols.
• Consolidate evidence, conduct impact assessments and provide actionable insights for programme improvement.
• Coordinate with multi‑partner and donor‑funded stakeholders to ensure consistent data quality and reporting.
• Support the preparation of proposals and reporting for EU‑funded initiatives.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing MEL frameworks for complex, multi‑partner programmes.
• Strong command of English; working knowledge of French or Portuguese is an asset.
