Consultant – GBVIMS Development (Harare, Zimbabwe)

About the role

We are seeking an experienced consultant to lead the development and customization of the GBVIMS platform in Harare. The role focuses on technical system design, data security, and capacity building to ensure a survivor‑centered, do‑no‑harm digital solution.

Key responsibilities

• Customize and align core system components: standard intake mapping, classification tool integration, minimum data set optimisation, and indicator bank programming.
• Implement information‑security measures, including data anonymisation, safety guardrails, and inter‑agency data pathways.
• Provide capacity‑building support: deliver training, system rollout assistance, and comprehensive documentation.
• Produce an inception report with detailed work plan and architecture mapping (due 15 Aug 2026).
• Deliver a beta‑configured digital intake and ID generator (due 15 Sep 2026) and a functional reporting dashboard.

Required profile

• Advanced degree in Information/Computer Science, Statistics or related field.
• Minimum 7 years experience developing data systems.
• Strong Linux/DevOps background with proven Ansible proficiency.
• Expertise in gender‑based violence (GBV) data management and survivor‑centered approaches.
• Demonstrated ability to navigate Zimbabwe data‑policy frameworks and multi‑sectoral environments.
• Excellent communication skills in English and Shona and/or Ndebele.
