Senior Institutional Reform / Public Governance Expert

About the role

NTU International is seeking a Senior Institutional Reform / Public Governance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will focus on strengthening institutional capacities, governance systems and public sector effectiveness across the ECOWAS region.

Key responsibilities

• Conduct institutional assessments, governance diagnostics and organisational reviews of transport‑related entities.
• Develop and implement institutional reform strategies and governance improvement plans.
• Advise ECOWAS institutions and Member States on coordination, regulatory effectiveness and public sector governance.
• Support the establishment and strengthening of transport governance structures, coordination mechanisms and operational procedures.
• Prepare institutional analyses, policy recommendations, technical reports and contribute to monitoring and evaluation.
• Design and deliver capacity‑building programmes, organisational development initiatives and institutional learning activities.
• Promote transparency, accountability and stakeholder participation in transport sector governance.
• Coordinate with ECOWAS bodies, national authorities, development partners and regional stakeholders.

Required profile

• Master’s degree in public administration, governance, political science, economics, law or a related field.
• Minimum 10 years of professional experience in institutional reform, public sector governance or organisational development.
• At least 7 years of experience providing governance advisory services or capacity‑development in developing countries, preferably Sub‑Saharan Africa.
• Proven experience on donor‑funded or international development projects, especially in the transport or infrastructure sector.
