Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The expert will lead the development, harmonisation and implementation of transport policies and governance frameworks across the ECOWAS region, aligning them with ECOWAS Vision 2050, AfCFTA and regional integration priorities.

Key responsibilities

• Develop, review and harmonise regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy actions between ECOWAS institutions, member states, regional organisations and development partners.
• Prepare policy studies, strategic analyses, technical reports and recommendations.
• Support implementation, monitoring and reporting of transport strategies, standards and governance frameworks.
• Advise on sector reforms that incorporate climate resilience, inclusion, digitalisation and sustainability.
• Facilitate stakeholder consultations, policy dialogues and capacity‑building workshops.

Required profile

• Master’s degree in transport planning, public policy, economics, international development or a related field.
• At least 10 years of professional experience in transport policy, regional integration or infrastructure governance, with a minimum of 7 years focused on transport policy development.
• Proven experience working on transport or regional integration programmes in developing countries, preferably in Sub‑Saharan Africa.
• Experience with donor‑funded programmes and international development cooperation.

• Understanding of corridor management, multimodal connectivity and climate‑resilient transport solutions.
• Ability to produce high‑quality policy studies, technical reports and strategic recommendations.
• Strong coordination and stakeholder‑engagement capabilities.
