Senior Expert – Urban Transport Planning

About the role

The Senior Expert – Urban Transport Planning will lead the planning, design and evaluation of urban transport systems that support efficient movement of people and goods around key commercial centres in Harare. This full‑time, on‑site position works closely with government agencies, private sector partners and development organisations to align transport initiatives with national trade and development strategies.

Key responsibilities

• Lead the planning, design and evaluation of urban transport projects and systems.
• Conduct transport demand analyses and develop integrated urban mobility plans.
• Advise on infrastructure improvements that facilitate trade and market access.
• Collaborate with government, local authorities, private sector stakeholders and development partners.
• Prepare technical reports, policy recommendations and presentations for diverse audiences.
• Mentor team members and support capacity‑building activities in urban transport planning.

Required profile

• Strong expertise in urban and transport planning, including master plans, mobility strategies and demand assessments.
• Proficiency in transport modelling, GIS tools and data‑analysis techniques for evaluating traffic flows, accessibility and infrastructure performance.
• Experience with public transport systems, non‑motorised transport planning and integrated land‑use/transport development.
• Proven ability to manage projects, coordinate multidisciplinary teams and engage with public and private stakeholders.
• Excellent written and verbal communication, with experience drafting technical reports, policy briefs and presentations.
• Master’s degree in Urban Planning, Transport Planning, Civil Engineering or a related field; professional certification is a plus.
• Senior‑level experience, preferably in emerging economies or the Southern African region.
• Familiarity with trade facilitation, logistics corridors and how transport infrastructure supports export growth.
• Willingness to work on‑site in Harare and travel domestically as required.
