Head of Insurance Regulation and Supervision

About the role

The Victoria Falls International Financial Centre is seeking a senior leader to establish and lead its insurance regulatory and supervisory function, positioning the centre as a credible jurisdiction for international insurance, reinsurance and related financial services.

Key responsibilities

• Establish and lead the Centre's insurance regulatory and supervisory function.
• Assess applications for insurance licences, registrations and recognitions.
• Implement prudential supervision and enforce market‑conduct and policyholder‑protection standards.
• Develop and review insurance regulations, rules, directives, prudential standards and supervisory guidance benchmarked against international practice and IAIS principles.
• Create frameworks for cross‑border supervision, foreign‑regulator recognition, regulatory equivalence and home‑host cooperation.
• Ensure supervision addresses AML, counter‑terrorist financing, beneficial ownership, customer due diligence, suspicious transaction reporting and sanctions.
• Coordinate with IPEC, the Reserve Bank of Zimbabwe, the Financial Intelligence Unit, ZIDA, SECZIM and foreign regulators.
• Lead supervisory intervention, remediation, investigation and enforcement actions.

Required profile

• Bachelor's degree in Insurance, Actuarial Science, Finance, Economics, Accounting, Risk Management, Law, Business Administration or related discipline.
• Minimum 10 years of relevant professional experience in insurance, insurance regulation, prudential supervision, reinsurance, actuarial services or financial services regulation.
• At least 5 years in senior management or senior technical roles.
• Demonstrated technical knowledge of insurance regulation, prudential supervision, insurance operations, risk management or actuarial principles.
• Post‑graduate qualification or recognised professional qualification in insurance, actuarial science, accounting, risk management or financial services is an advantage.
• Experience developing or implementing regulatory frameworks, policies, standards or supervisory methodologies.
• Proven ability to engage boards, senior executives, regulators and other high‑level stakeholders.
