Consultant – Draft National MHPSS Guidelines for Zimbabwe PTD Programme

About the role

REPSSI is seeking an experienced consultant to lead the development of national guidelines that integrate Mental Health and Psychosocial Support (MHPSS) into Zimbabwe’s Pre‑Trial Diversion (PTD) programme. The consultancy is short‑term and focuses on producing a comprehensive, trauma‑informed framework for child‑friendly justice.

Key responsibilities

• Conduct an exhaustive desk review of national policies, legislation, standards and technical guidance related to child justice, child protection and MHPSS.
• Identify current opportunities and barriers for integrating MHPSS within the PTD programme.
• Facilitate stakeholder consultations and technical alignment sessions with ministries, justice institutions, social service providers and implementing partners.
• Synthesize findings into a draft set of national guidelines that are child‑centered, gender‑responsive and equity‑focused.
• Produce a final guideline document, including practical tools and recommendations for implementation.

Required profile

• Proven experience in policy analysis, guideline development or consultancy within mental health, psychosocial support or justice sectors.
• Familiarity with child protection, trauma‑informed approaches and restorative justice frameworks.
• Strong analytical, writing and facilitation skills.
• Ability to work collaboratively with government agencies, NGOs and international partners.
