Chief Director of Tax Policy – Harare, Zimbabwe

About the role

The Ministry seeks a senior leader to shape Zimbabwe's tax policy, provide strategic advice on legislative reforms, and represent the country in regional and international forums. This executive will drive revenue mobilisation, oversee tax data governance, and champion an integrated revenue intelligence framework.

Key responsibilities

• Provide policy advice on taxpayer queries and strategic guidance on legislative reforms.
• Lead initiatives on transfer pricing, BEPS, tax avoidance, illicit financial flows, and digital taxation.
• Develop tax policy simulation models and revenue estimation methodologies.
• Represent Zimbabwe at ATAF, SADC, IMF, World Bank, OECD and other forums.
• Conduct national tax gap analysis and oversee tax expenditure identification, costing, monitoring and evaluation.
• Review tax incentives, exemptions, rebates and prepare annual tax expenditure reports for the national budget.
• Ensure effective implementation of government policies, cabinet decisions and audit recommendations.

Required profile

• Master’s degree in Economics, Taxation, Public Finance, Fiscal Studies or related field (mandatory).
• Bachelor’s degree in a related discipline (preferred).
• Doctoral degree (PhD) in a relevant field (optional).
• Minimum 10 years of experience in taxation, public finance, fiscal policy or revenue administration.
• At least 2 years in a senior management/Director‑level position.
• Proven track record in leading tax policy formulation, reforms, and institutional transformation.
• Experience drafting tax legislation and negotiating international tax treaties.
• Demonstrated ability to lead multidisciplinary technical teams.
